Customs clearance is a specific set of procedures carried out by participants in foreign economic activity when transporting vehicles and goods across the border between two or more states.


Customs Clearance in Belarus

All goods imported into the customs territory of the EAEU are subject to customs clearance. As a rule, customs clearance means the procedure for releasing goods for domestic consumption in the territory of the EAEU, which allows goods to be freely used throughout the territory of the Eurasian Economic Union.

When crossing the Belarusian border, the following documents and information must be submitted to the customs authorities for goods and vehicles:

  • TIR Carnet, if the transportation is carried out with the use of the TIR carnet;
  • Consignment note (depending on the type of transport, this may be CMR, SMGS, air waybill, postal waybill, etc.);
  • Invoice;
  • Certificates, declarations of conformity (if required);
  • Licenses, other permits (if required);
  • Information (if absent in the listed documents): gross/net weight of each item, country of origin of the goods, translation of the goods into Russian;
  • Technical certificates for the tractor unit and trailer (if crossing the border by road);
  • Driver’s passport.

When importing goods (customs clearance), several mandatory payments must be made:

  • Pay the import duty;
  • Pay VAT at the rate of 10% or 20% depending on the tariff;
  • Pay for the services of a temporary storage warehouse;
  • Pay for the services of a declarant, if one is engaged for the clearance.

The customs clearance procedure includes various technical operations and requires certain knowledge and experience in this field. For example, when importing coffee or footwear it will be necessary to purchase and affix KIZ marks, and for alcoholic products it is mandatory to obtain excise stamps. In addition, many goods are subject to mandatory EAC certification.
