Import Declaration
Import – the bringing of goods into the customs territory of a state or country from abroad without the obligation of re-export.
Import includes:
- bringing foreign goods and technologies into the country for sale on the domestic market or for transit to third countries;
- import of services – in the form of paid use of services of foreign companies;
- import of capital – in the form of granting credits and loans.
Import acts as a result of the international division of labor, helps save time and more fully satisfy the needs of the national economy. The volume of imports depends on the size of export earnings and the foreign exchange reserves of the country. The fact of importing goods, services or capital is recorded by customs statistics.
Import is regulated by national legislation, political and legal restrictions, customs tariffs, the licensing system, quotas and other non-tariff measures of foreign economic regulation.
When importing, the goods are brought into the territory of the European Union countries and released for free circulation. To do this, it is necessary to issue an import declaration, pay customs duties and VAT. If necessary, the procedure also includes the completion of various formalities, such as sanitary control or food safety control. After completing the customs procedure IM4 – release for free circulation – free movement of goods within the European Union (EU) is provided.
To prepare an import declaration, the following is required:
- Invoice;
- Packing list;
- Transport accompanying document (CMR, AWB, Waybill, CIM or postal waybill);
- Power of attorney (the consignee of the goods authorizes the customs broker).
